			<content:encoded><![CDATA[<p><img class="alignright" src="http://www.nmfs.noaa.gov/ole/images_ole/pic_vms.jpg" alt="" width="192" height="283" />The Gulf Council requires commercial fisherman to install a Vessel Monitoring System (VMS)on their boat in order to fish in the Gulf of Mexico.  A while back Capt. Marlin Scott interviewed Capt. Lee Starling to find out about a new twist to this rule.  There is a possibility that soon, charter captains fishing the Gulf of Mexico will be required to have one also.</p>
<p>We can&#8217;t stress enough how important is to keep up on the changes like this if you are a captain, charter or commercial so that you don&#8217;t run into a problem.</p>
